Lamar State College-Port Arthur has the lowest listed tuition in Texas, and its program includes preparation for EPA refrigerant recovery certification. Tarrant County College is close behind and goes a step further: it lists its full 60-credit AAS at $4,440 in tuition and fees for in-county students in 2026-2027. That is the entire degree, not one year.
Texas State Technical College is the outlier among public schools at $7,212 a year. You get something for that: HVAC runs at six TSTC campuses, the labs include a 200-ton chilled water system and direct digital controls, and the program is covered by TSTC’s money-back job-offer guarantee.
What Happens if You Live Outside the District
The in-district rate only applies if you live in the area that funds the college. Move one county over and the price jumps. A few examples of the out-of-district or out-of-state figure for the same year:

Lamson Institute teaches residential HVAC, commercial HVAC and refrigeration in one full-time diploma, and it reported 125 HVAC awards conferred in 2024-25. Austin Career Institute runs a 720-clock-hour certificate in 8 months with morning, evening or weekend classes, and teaches it in English and Spanish.
At the top end, Western Technical College in El Paso charges $33,969, but that buys an associate of occupational studies degree, a 14,600-square-foot lab and a 160-hour internship.
The Costs That Aren’t Tuition
Tuition is only part of the bill. The books-and-supplies line varies more than you might expect:
- Tools: Laredo College tells students to buy their own hand tools. Kilgore College lists $2,685 for books and supplies, the highest of the community colleges above.
- Exam fees: Southern Careers Institute in San Antonio covers exam fees for NCCER Core, NCCER Levels 1-3 and EPA Section 608 if you test within three months of finishing. Fortis College lists a $27 credential examination charge.
- Supplies on private programs: Tulsa Welding School lists $2,800 on top of tuition, while Miller-Motte and Southern Careers Institute list $0.

How to Pay Less for HVAC Training in Texas
A few ways to bring the number down without cutting corners on training:
Start with a short award. Many Texas colleges offer a one-semester skills award that stacks into a longer certificate. Collin College has a 12-credit Entry-Level HVAC Occupational Skills Award, and Lee College in Baytown has a 12-credit entry-level technician certificate. You can get hired, then keep going part time.
Look for free workforce courses. Midland College hosts a free five-week HVAC Technician course run with Skillpoint Alliance. It includes EPA 608 Universal testing and OSHA-10, and the fall 2026 session runs August 10 to September 11.
Stay in district. For most people, the in-district rate is the biggest discount available.
Compare by total cost, not monthly cost. A private school’s single price and a college’s yearly price aren’t the same unit. A two-year AAS at a community college still usually comes in below a 10-month private diploma.
